Online Course + Examinations

I need a PHP base program to integrate WITH my Vbulletin forum. Tis program will deliver course MATERIAL that I will enter myself via ADMINCP, and create examinations based on those courses. Each course has MULTIPLE lessons, each lesson having an exam. Student need a minimum % to continue on to the next lesson, if the get below set % they must restart current test till they get it. I must be able to set time frame, IE when they start a lesson the exam is only avail in 14 days. if they fail the 14 days starts over. Record keeping is a must!

I need help tuning out the little details, please ask questions and your input is appreciated/

LIST OF WHATS NEEDED:

-Course Material is entered via ADMIN CP
-Exams Created VIA AdminCP
-Results are ONLY shown to User and Specific Usergroups
-Only Certain usergroups can access specific courses
-I have a subscription plan already set up, which changes the users usergroup to work with the above mentioned requirement.
-There are multiple courses to choose from, however some courses require prerequisites. IE Course 4 requires Course 1&3.
-To progress from course 1 Lesson 1 to course 1 Lesson 2 students need to pass with a certain %.
-Students may take tests has many times has Required, or unlimited.
-A set amount of days is required before the test of the lesson is available, if student fails the X amount of days starts over.
-Final Exams at the end of Courses.
-Students can NOT be allowed to view course material and cheat, its why it should be all integrated on the forum, one the test is open, the material from all other windows must lock out!
