turn it off in the admincp, its in the private messaging options

no man..i dont want to disable smiley at all..

ok like this :

i want my member only use upper smilley ...smiley drop down at the top..

so i want to disable lower smiley box like in the picture

Sorry didnt notice the standard drop menu smilies icon in the editor bar, my guess is you added the lower one via a hack or its hard coded in your template.
