Block users from creating a new thread in a specific forum before making X posts?

Hi all,

We're looking to stop new users posting new threads in a particular forum until they have, say 10 posts/threads.

Firstly, I have used the search function and am a regular forum user (so don't treat me like a newbie! )

I think I remember seeing a mod for this some time ago but cant seem to find it now
