Forum Blocks Manager Question

I am having a problem with a global_start plugin I setup vars defined not working for some reason in a forum block..

I was wondering if I am doing something wrong

The plugin works correctly in the header file.. but when I use the same setup in the forum block it does not act like the var is even there..
