DB Changes Uses Plugins
Re-useable Code  
No support by the author.

This mod adds new options to show forum notices:
  1. "THIS_SCRIPT" value
  2. Autorefresh time for user-dismissed notices
  3. Change position, to show before "quick reply" block (if block abcent - nothing shown).
This product is developed here: http://github.com/rcdesign/vb-notices_options . Patches are welcome.

Sorry, no time. But you can reuse it's code if you wish to do vb3 version.
