How do I add an item to the Navbar (the one with Home, Blogs, What's New)?

Since if I disable the Blogs product the Blogs tab disappears, what is the code that is making the Blog tab appear when the product is enabled?

I would like to add a new tab for another page I am coding that is part of a custom product/plugin.
