You can do it via your USERCP- Options - Enable WYSWYG Editor but if you want to add this to all your users you must use a SQL Query.

Manteinance - Run SQL Query - In the dropdown select Enable WYSWYG.

Be sure that you have permissions to run sql queries in your config.php file for your username.
