add more text and hyperlink to forum block?

how can I either
A) Add more text, with break tabs in the top of my forum block,
or
B) make the title of the forum block into a hyperlink to another page?

on the example i would like another line or 2 of instructions, or
make the title "See Upload Instructions above" clickable and open the instruction page when clicked"
