How to add a second navbar template

I was wondering how to add new templates to vbulletin and while i was searching around I noticed this site

Where it tells you how to, yet it uses the old navbar I would like each template to have its own navbar but it will look like the vbulletin one just without the same links as the normal one has meaning they will all change. How could I customize that? I tried duplicating the template and calling it but it didn't work the way i wanted it to how could I do this?
