usergroup-specific password strength checker

I would like to be able to ensure that my staff are using a more complex password, so I was wondering if anyone could create maybe a regex field in the usergroup options to ensure that certain usergroups use a certain set of characters, for example: having to contain a number, having to contain a special character etc.

Can anyone do this?
