Make posted photos viewable to unregistered users

Is there any way to make photos viewable to unregistered users? I have a free to view section that I'd like everyone to e able to see, but for some reason the photos are not showing up to people that aren't registered...

did you check the individual usergroup permission? Possibly Forum permissions for that user group?
