How do I have 2 fieldsets in Contact Us

I have been trying to achieve this without success so my last attempt is to ask here for help.

In my list of Contact Us Options (vBulletin Options -> Site Name / URL / Contact Details -> Contact Us Options) I have 10 different options - 5 to forum users about the web site and 5 to office people who are not forum users.

The vb Contact Us system uses 2 templates:
- contactus
- contactus_option

What I am trying to achieve is the first 5 Contact Us options are displayed in one fieldset with a Legend of "Web Site" and the last 5 options are displayed in a fieldset with the Legend of "Office"

I tried in the contactus_option template to interrupt the processing with a If condition title = "CEO" (the first office option) close the first fieldset and start a new one but that didn't go as I had hoped.
