Best way to add buy/sell forum

We are a new vBulletin 4.0 install and have not gone live yet. We would like to have a forum for buying and selling of products but want it to be a little more robust then just posting a message for an items that is for sale.

In addition we don't really want to use any plugins but if need be we would look into this. We looked at Photopost Classifieds but any site I find running it has such horrible design it makes the product look unappealing. Any other product suggestions would be looked at.

Can some of the experts here please give me an idea on how I might accomplish this.

We thought of making a membership based access to a forum where the user would need to pay a small fee of say a $1.00 so they are now verified as being real and thus can be trusted to buy/sell.

Any comments or suggestions would be great.
