How do I get a users activation ID?

I have a user sitting in usergroup 3 "Users Awaiting Email Confirmation" but when I looked in the useractivation table, there's nothing in there. Does it get cleared out after a while? if so, how can I programmatically generate a new activation ID if I want to send a custom email from an addon I'm writing?
