Advertising?
I noticed in VBulletin 4.0, there's an advertising section. I've tried to get this work, but it doesn't. Is this a functional part of the forums software?

You have to make sure the viewing permissions are set.

Hey, thanks for the tip. Which permissions should I check (or I should say, where should I check)?

Of course the ones you want, click the (?) button on the right site in admincp when in the Advertising section.

What I was trying to ask, was where do I set the permissions? In the advertising section? If so, I've done that and the ad still does not show.

Right. I've done that, too. I've checked "user is browsing forum... or one of its child forums."
Do I have to check anything else off? |

I'd use a template conditional for a certain forum instead of the Ad *cough* (notice) system.
