Guests/Non-Registered Can't See Whos Online Despite It Being Enabled?

Hey Gang,

I have the setting in User Groups for Non-Registered, Waiting Confirmation etc. all to have "See Whos Online" to be enabled.

But for some reason only Registered/Logged-In users are able to see the members that are logged in.

I double checked in the general options as well and it is also enabled for everyone (of course)

What could the problem be?

My forum is at offlinegoldforum.com by the way if anyone thinks it might be the template or something?
