May I ask how much would be a reasonable charge for someone to design a 'skin' and colour scheme and put it on my forum, please?

Depends if you want a simple style or personal exclusive and depends who did does. On my view i´m think 20 or 30 us dolares but so many styles you have here for free and can personalated.
