Site Email not working

I have a wierd issue. If I go to send an email to a user, it pops up my mail client, OUTLOOK.
If I send a mass email, internal email works and it says it goes through, but no one gets it.
In Email settings, Sendmessage.php is enabled to use the internal email system in Vb. But still no dice
Any advice? Thank you!!
