Noob qustion re: Rich Text Editing

I notice in this forum there is a nice rich text editor with all of the text formatting features. I recently purchased Vbulletin and have it installed here:

The bulletin does not have this nice RTE box for posts, is there something that I've missed that enables this, or is it an add-on that I haven't discovered yet?
