Is there anyway to implement a shoutbox on the arcade.php page?

I'm not familiar with the shoutbox hack, but if it's just coding it can be added to the top of arcade.php

It depends on the Shoutbox. There's a couple of Chatboxes here that let you add them to any page simply by putting a variable in the right template.
