How do I make announcements stick in the forum

Ok, this is two parts really.

Is there a way to make a certain sticky stay above all other sticky's, disregarding the post order.

If not, is there a way to get announcement in the the actual forum, rather than above it. I want the announcement to act the same as a sticky but simply so it stays in the forum and just above the other sticky's.

I don't think so. To both questions. However, you may want to look into the Notice system in vb4 which offers more options.
