vB 4.0.1 can be downloaded.
I have an active 3.8.4 vB license, I have just been to the upgrade/download area and I am able to download the vBulletin 4.0.1 Maintenance Release.
So do I understand right that I can now upgrade to the vBulletin 4.0.1 Maintenance Release without having to pay any more money? |

Yes you are correct, but when your license expires you cannot download vb4 unless you upgrade your license. I'd stick with 3.8 cause you can keep your vb files on your site as long as you want.

I believe that you can always download older versions at anytime.

Questions regarding licensing etc. should best be asked at the vBulletin.com forums, but yes you can always download older versions.

You can download them but not install them. (ONly for test purposes) Mustn't be publicly accessible.

You can always download and install older versions only if you have an owners licence
