How do I move my vBulletin directory from /forum to my top level domain?

I used to have just the vbulletin forum, but I upgraded to the vbulletin publishing suite. So I want to move this from all being on my /forum directory and have it all in the /public_html

What do I need to do to move it?

What do I need to do to move it AND have all the old links redirect to the new ones?
