Link to a Category

I have searched for this issue but have not found a solution.

I am trying to have categories and sub categories on my CMS page that link to products in my store which is not part of Vbulletin. I know you can use the Forum Manager to create Forums that when you click on them go to the URl you specified, I just do not know how to link the forum to the category. It maybe just a problem with my install also but when I click on the Category editor>New Top level Category nothing happens.

Can anyone help me with this, is there a better way to do this?
