Removing Navbar and Moving Welcome Spot.

I want to get rid of my navbar, and i want to move the Login/Welcome block next to my banner

I have my own css code ready to input this into. How would i go about doing this?

I would recommend putting this in the paid request section as this will take some time to get working right.
