Prevent Usergroup from doing things like change font size or color

I apologize if this has been discussed previously, but I couldn't find much info from searching.

I want to prevent certain usergroups from changing stuff like font size and font color. I would also like to limit certain usergroups as to how many images / similies they can insert into a post, but allow other usergroups to insert a different amount.

I know in the VB Options you can change the BB Code to disallow the font changes, but that affects everyone. I would like to limit certain groups.

In the Message Posting Options, you can change the number of images per post but again, it effects everyone.

I wish there was a plugin that let you specify these types of things, but I couldn't find one.

Basically, I want to manage BB Code Settings by usegroup.

Does anyone have any advice? Thanks in advance.
