Creating menu in first post like vbulletin.org

Hi everyone, there might be an easy mod for this somewhere or maybe someone can point to a tutorial if it's a template edit?

I would like to create a floated menu similar to what we are using here on vbulletin.org

Like the "Mod Information" menu on the right of all the first posts in a thread.

I just want to put some links in there and use some of the information from the authors profile fields.

Maybe it's just a floated bit of html but I need guidance.
