Transparent Issues

Code:

  background-color:#000000;
  /* for IE */
  filter:alpha(opacity=60);
  /* CSS3 standard */
  opacity:0.6;

I added that to my 'Page Background - Extra CSS Attributes', and it made everything on the forum transparent. I wanted it to only make the page background transparent. How do I do it?
