You should post more details, to help us, help you.
Is this two seperate forums, meaning two sites with a forum installed on each or is this just two forums located on 1 forum? |

You will need to use Impex, you can download it from vbulletin.com members area.

*But* if you want them to be running vB4, you will need to merge them to a 3.8 database and then upgrade that database to vB4. You cannot successfully use Impex to import into a vB4 database.

You are probably going to have to use Impex to merge your databases, so you should be posting for help in the Impex forum on vbulletin.com
