Problem with missing feilds after a incomplete dump

I have had a some strange activity with my site after trying to restore a dump. I have enclosed images of the problems. It seems as it all my plugins or product mods are no longer showing up in the general options in the admin panel. But the empty space where they are can still be accessed. There is missing names field descriptions and son on. I noticed this behavior after I try to restore a dump that a few times and all the attempts were not successful. The dumps were timing out. The problem that I'm having now seems to be getting worse each day. each day it seems as if some else is missing. Any suggestions?
