Clone VBulletin site with MODs, 1 user

I have customized my site with 40+MODs/templates. I need to copy the whole site/datbase .
No registred users/no threads but several empty forums.
When I install on the new location, all MODs should be automatically loaded along with templates.

How do I do that?

I do have multiple Vb licenses.
