How do I find all countries within a IP range?

I'm trying to find a list of countries within a certain IP range.

Example 1
Even though no one would ever do this, suppose you wanted to see the range from 0.0.0.0 to 255.255.255.255, this should list every country in the world since you are doing the complete IP range.

Example 2
What I'm actually trying to do is this, suppose I notice that Nigeria 62.173.32.0/19, and Ukraine 62.149.0.0/19 are always spamming my website. I want to check what countries use the same prefix of 62.x.x.x What I will find is the United Kingdom 62.232.0.0/17 uses this 62.x.x.x IP, so there is no way that I would want to ban 62.x.x.x since I want the United Kingdom to have access.... Hope this makes sense....

So, where can I type in 62.0.0.0 - 62.255.255.255 to find all the countried that fall within that range? Again, I already know that you can look up various countries IP ranges, but I want to do the reverse, I want to type in the IP ranges to find the countries.
