Vbulletin has a file prefix.php in admincp.

I want to give access to moderators to add prefixes.

How do I do that.

Is there a Moderator-Cp panel similar to Admincp panel in Vbulletin to customize this?

There is not prefix panel in the moderator cp. If you wanted a page for moderators to be able to add prefixes, you would have to create one.
