putting attachments in an album

is there a way to convert attachments to album's.

we have a lot of attachments and the users can view all attachments from a user by a custom made script.

know i would like to put all uploaded attachment into user album's so i need a tool that makes a user album if this user has uploaded an attachment and put this attachment in this album.

is there a kind of tool for this ?
