Can people still use alt codes to sign up under another person's username?

Ex:

User named "User1" is admin
A new user registers with the name "User1" where the e is an alt character and it is basically identical to the admin's username.

Has this been fixed?

I think you can not allow those characters changing the regular expression in the User Registration Options. But im not too sure.
