Change registration questions

First, navigate to the AdminCP. Then go here:
AdminCP -> Styles.
Edit the template you want. Find the Registration templates and go to register.

Then find this:

            <div class="smallfont" style="margin-bottom:$stylevar[formspacer]px">
                <phrase 1="$vboptions[bbtitle]">$vbphrase[to_post_must_first_register]</phrase>
            </div>

You can either:
1) Go to the Languages/Phrases and edit the phrase that way OR
2) Edit the above phrase ($vbphrase[to_post_must_first_register])
