Two issues: PMs and Smilies

I have two issues I need to address after my recent move from SMF to vBulletin:

First: Is there a way to GLOBALLY change the setting so that when users send a PM it saves a copy in the outbox?

Second: I have the smilies box to the right of my reply box on my forum. I can see it. Others have to go to quick links, edit options, and change the "misc options" and change the option to enhanced in order to see the smilies box.

The problem is, in my admincp, I have it set for Enable Standard and WYSIWYG controls for all three types of posting. Am I doing something wrong? What can I do so I can globally change it so my users can see the smilies box?
