What do I need to know to create mods for vb?

To sum it up:
PHP knowledge (mainly), although HTML/CSS helps depending on what kind of modification (visual etc).
A knowledge of vBulletin code & hooks.

how do you read on vbulletin code? Is there a manual, or do you just study the templates? Sorry if this is a dumb question.

Most of the time, you need to dig inside templates and the source files to find what you want.
