How to find whether a vbulletin site is licneced or using fake/unlicensed one?

is there any way for a normal user can check whether a site is licensed or not?

No there is no way for a regular user to tell.

If you suspect a site is running without a valid license you can always report it to www.vbulletin.com/piracy.
