How to change meta (keywords, title) in hook

[NLP-er]

Hello I want to change meta like keywords and title, but not in template but in plugin.

What hook location and order I need to set to get output with already geneated meta tags?
Also which variable holds it - $output or smoesthing else?

Thanks
