I have tried a few of the plugins and Products but none of them give the end result I'm looking for.

Silly, you don't need a plugin for that!

Go to your AdminCP.

Go to vBulletin Options, click on Message posting and Editing Options. Scroll down to "Prevent 'SHOUTING'" and read what it says there.
