Only Admins can see the forum forum is not visible for the world why?

Have you turned the board on in vbulletin options?

And, check the usergroup permissions in Forums & Moderators > Forum Permissions

Its either what Lynne said or you've turned off your vB

Go to AdminCP>VB Options>Turn Your vB on or off> Forum Active>Yes
