Would it be possible to change a $vbphrase from an outside file with PHP using $_POST, cleaned in gpc? Would it need to use MySQL or is there a vBulletin function?

See the code behind the Admin CP Phrase Manager. You will need to run a query to change the phrase, then rebuild the language.
