Social Groups -- "Note Area" or Sticky?

My members are looking for the equivalent of a sticky thread, or at the very least, a simple text area at the top where group leaders can highlight important information.

I am wondering if there is a mod like that out there already? If not, anyone up for coding one with bbcode support?
