person being blocked

One of my staff members cannot access the forums with his main pc but with his other internet connection on his laptop he can. I have checked my htaccess and there is no ip blocked. What could it be?

What error, if any, is he receiving? He's cleared all cookies and cache from the PC?

That could be down to a number of things,you need to be specific as in is the laptop on a different isp? does he use a router...
