You need to go to your User CP > Edit Options and select the WYSIWYG Editor for use.

you are right but how can set from Admin CP for my all users

For newly registered users - vboptions > user registration

For existing users Maintenance > Execute SQL Query > select Show Enhanced (WYSIWYG) etc from dropdown and run query. You may need to add your userid into the config.php file to allow you to run queries.
