I do not want to send a PM with infractions on my forum.

In the Option "Require Infraction Message" I have it marked "no" and none of the mods fill out the Administrative Note To User section, but it still keeps PM'ing copies of the infraction report to everyone, and we don't want it to do that.

Is there another option we are all just not seeing, or is there a mod that makes all infractions come from an anonymous user?
