What I'm wondering on is if there is a mod that will allow a specific usergroup to have certain 'sub' usergroups inside of it, similar to sub-forums?

The only thing comparable to what you are asking is secondary usergroups. I user can belong to one primary group and have as many secondary usergroups as needed.
