Okay here are a few questions i want to ask:

1: If my forums became active and i wanted to have a seperate forum for say Xbox but it was on the same site, would I have to buy another license or not?

2: If I didn't have to buy a license and i wanted to create a seperate forum how would I/could I make it so members wouldn't have to re-sign up?

you can simply create main forums that are not shown in the main list... having a link in the navigation to be able to access these unlisted forums is simple, as you can see with the navigation of this site here... the tabs on top of this page are "not-shown" forums...
