usercp --> edit options --> Show New Private Message Notification Pop-up, check the box and save.

What if your members dont want it forced on?

Besides they can just turn it off in their usercp even if you mass change it.

admincp --> maintenance --> execute sql query. from the drop menu select popup on and submit. (your userid must be set in config.php to use the sql function listed above.)
